Child Poverty Bill, 21/01/10 [E/NI/S/W]
The Second Committee day for the Child Poverty Bill in the House of Lords took place on 21 January 2010.
Issues debated included:
- The groups of particularly vulnerable children that could be excluded from the scope of the Bill including those that may not be living in qualifying households such as children in communal accommodation such as children’s homes, children in bed and breakfast accommodation, Traveller children and children of asylum seekers.
- The definition of “child” in the Bill that could also see the exclusion of some 16 and 17 year-olds who are in danger of living in poverty from the scope of the Bill including those not in education, employment or training, care leavers and those living independently.
- Whether to change the name of the Child Poverty Commission to the Family and Child Poverty Commission and whether the commission should consult with parents, families and children directly.
